Paul Birungi Masterjerb is one of Rwanda’s most experienced Education Sector Advisor and Capacity Building Expert. He has a special passion in helping people see their potential and perform best based on their skills & interests. For the past 24 years, Paul has been a key player in driving the Education Reform Agenda forward in Rwanda in a number of key areas namely; Distance learning delivery mode, teacher development policy and training systems, adult continuing education programmes, curriculum development, student educational loans, and Child-Friendly School (CFS) standards, Early Childhood Development Advisor and Management of Capacity building of staff and change management Programmes in Education Sector, special advisor on Career guidance for all levels of students, right from pre-school to University and of recent he is introducing a management software app to schools and universities to improve on quality education.
Paul is the pioneer founder and Executive Director of distance learning delivery mode in Rwanda since 2000, conceiving and growing the first Distance Teacher Training program in Rwanda ( IYAKURE )hosted in the Kigali Institute of Education for the unqualified in-service Teachers, using a grant by DfID of GBP 2million funded initiative to an on-going programme within KIE (University of Rwanda Teacher Education Campus )that enrols more than 1,500 working for up-grading teachers each year. Concurrently, he has, for much of that time worked closely with and within MINEDUC. Other funders to this programme of Distance Teacher Training programme that Paul personally brought on board through fundraising strategies were USAID (USD 50,000), ADB (USD 80,000) and VVOB (USD 20,000).
For a period of three years (2009-2011), funded by DFID, Paul was a consultant assigned to drive forward a major capacity building programme inside the Ministry of Education to strengthen the competence and abilities of Ministry of Education staff and supporting the development of key tools that enable the Ministry of Education to better manage its work including the Education Management Information system (EMIS) and Fast Track Initiative (FTI), and thus drive forward the current Education Sector Support Programme (ESSP).
As the primary orchestrator of the Joint Review of the Education Sector (JRES) meetings since 2009, Paul has worked alongside Rwandan counterparts in the Teacher Development and Management, National Curriculum Development (NCDC), Quality standards, Rwanda National Examination Council (RNEC), and Higher Education Students’ Loan Department, which have been today amalgamated into what is known as Rwanda Education Board (REB).
Paul has facilitated and coordinated the “Country Status Report of 2010” under the World Bank contracts for a period of 12 months which was published in 2011.

Paul was a Facilitator, Co-ordinator and a Master of ceremonies of:

    • Sub-Saharan Africa Regional Ministerial Conference on Education post-2015
    • Rwanda Teacher Summit in March 2010 which led to the Teacher Development and Management Policy,
    • Coordinator of Fast Track Initiative(FTI) (World Bank) 2010,
    • The international Education Quality summit 2011,
    • The Global Partnership of Education (GPE) 2012.
    • The Early Childhood Development Conference 2012
    • The “Rwanda Reads” campaign and launch by USAID in 2012
    • The Early Childhood Development (ECD) stakeholders’ meeting and ECD Action week 2012.
    • Co-ordinated and facilitated a National Consultative meeting of School feeding under World Food Programme contract for 2 months, January to March in 2013.
    • The Launch of the National Education For All (EFA) Review Process for Rwanda 2014
    • Chaired the organization of the Rwanda Summit on Career Guidance and delivered a paper as well to 650 participants in 2017 at the Kigali Convention Center.
